There are three ways in which this mechanic can be implemented into the game.

A hammer as a tool, i.e. the BR of a hammer and the maximum BR of constructed toys.

BR for Engineers. Which would impose the need to specify a battle rank, which is the worst idea.

Adding additional slots in engineer teams and fusilier and grenadier teams, the same as those in vehicles.
