The Soviets gave some assistance to KMT (not communists) in 1930s, because they were the defacto ruling party of China, were fighting against Japan and shared some ideology with USSR.
After Germany invaded USSR and the Soviets signed neutrality pact with Japan in 1941, they never directly involved themselves in China affairs until August 1945.

I would prefer no unrelated foreign rifle was added at all to any Tech Tree (!).
I would be ok with Type 88/Arisaka as a limited event “captured” weapon.
But if something just had to replace the Type 88 in tech tree, I would indeed prefer something that a Soviet soldier had even a slight chance of holding.
