So to keep this entirely as hypothesis are we going to increase ppsh recoil about by 70% so both guns are “equal” ?
Or will we just increase the random dispersion of ppsh to decrease its accuracy to ~10-20% so both guns have somewhat similar TTK ?

i am not against HA. i would even welcome it. i am for every reasonable suggestion that can bring HA in this game. but not if the price for that would be more bots or unbalanced matches.

All what historical accuracy defenders (that re left in the game) want, is for the current level of historical accuracy to not be thrown out of the window. It is already anachronical to get the Panzer IV F2 in Moscow, but it isn’t too far from when it ended and serves as a patch to the Soviet armor dominance in that war theatre. Just like we don’t want Tiger IIs in Moscow, we don’t want Volkstrum weapons in Moscow, it is basically the same (a 1945 weapon in a 1941 battle).
