Yes, because its inconsistent and annoying.
There are NOT steel helmets, aka plain caps from cloth that for some reason have damage reduction.
Also its just dumb that you hit someone in the head and he survives, at the very least should get downed considering the force of the impact which alone is more than enough to injure someone at ranges the game takes place.

There indeed is penalty for crashing plane.
Perhaps same could be applied to AVS / AVT if you full-auto you are prohibited from using it for ~2 spawns ?

Quite sure no one would mention it if it wasnt used. Kinda like the german helmet.
It changes quite dramatically can you squad wipe with certain weapon with 1 mag or not.
Oh right but 10% headshot protection that literally doesnt do shit as you still die is significant issue 
But as said multiple times, by all means make the helmet cosmetic only as well as bodyarmor.

Soooo germans get a hidden Panzerschockolade perk giving a bonus to run speed, sprint speed, reload speed and reduces stamina drain rate.
Also give them sappenpanzer same bonus as soviet armor.
