Atm you are the sole one who said he has issues with the mantlet.
Its not damn rocket sciene. Use the Training Mode and improve your aim if you have issues but dont expect much if you refuse to change or improve your gameplay style.
And that the ammo is worse and got nerfed in the past for some reason.

I also have issues with mantlet penning. Further than 10m, 75% of shots that hit the mantles end up hitting the mgs or consumed by the breech.

T-28. I ve heard that the Panzer II became harder to pen for some reasons. Dont really know if this is (100%) true and/ or affects III and IV models.
The IV was always better as AT anyway due to size and engine.
Try to hit the mantlet part close to the gun. At least in my case its 100% broken gun breech.
Though, overall I’m sure you’d agree the 2 are balanced with each other.

For me that’s a no-go, as it simply turns the main breech yellow/orange. And unlike warthunder, that doesn’t do much.
You can one shot t28 when shot in armor between turrets.

I died in a Pz4F1 to BT-7 many times same with T-26.
I BT-7 dies 6/10 times in a one shot while T-26 dies 9/19 in one shot.

Every country has its ups and downs. Guy with a PPSh can be killed ez with gew33. Tank gameplay is way more hard to balance. PZ2C and T-60 should be out of this conversation because 20mm isnt good at penetrating.
In every scenario think that every tank has its frontal armor exposed bc while flanking is an option not always it can be done.
Every soviet tank can pen every german tank but Pz3 B and E cant do much to the high lvl tanks while BT-7 and T-26 their counterparts can destroy Pz4 E/F1 but it usually takes 2 rounds. While Pz4 can one shot them T-50 cant be destroyed (frontal armor) by its counterpart or higher lvl tanks. No tank should be so hard to kill.
