we could call it simply
BR 1941
BR 1942
BR 1943
BR 1944
BR 1945
I know that not every piece of gear would 100% fit into those year specific categories, but the overall picture seems to be more or less fitting, so special gear can of course be “up yeared” to fit balance better.
Also better performing early war gear can be nerfed and worse performing late war gear can be buffed anyways if needed.
first cause you could have pre 1941 campaigns. and second lots of OP equipment is pre 1941 (compared to first 3 tiers of new BR). thompson, bar, mg34, mp40, avs 36, svt 40, ppsh 41, itd.
I mean, does it tho? Sure Tiger tanks by that logic could be BR3 - which is a bad idea, but just because something appeared early in the war, doesn’t mean it would have to in the game
BR1 - moscow
Add all stuff that was historically in moscow (more or less) and remove stuff that is clearly unbalanced (like KV1). Later change BRs when needed when update is live. So it’s balanced but HA flavoured. And from what I understand, that’s the plan.

What about the planed BR system? Will those weapons have BR5 to appear mostly in berlin?
(Again, if player doesn’t want to play vs BR5, he can chose to not equipp those weapons.)
I did not too long ago suggest a reserve troop type of squad that has bigger numbers of Soldiers with bad stats- but also with their own weapon category - cheap improvised weapons.
BR 5 Volkssturm squads with access to those poor Volkssturm weapons
BR 3 Soviet Partisans with mixed weapons and stolen German gear
BR 2 Romanian Squad with their own cheap stuff
BR 4 French Resistance fighters
BR 1 Soviet Conscript squads
And many more - would potentially fix late war gear that performs bad.
I mean KV tanks, T34, Tiger tanks, Jagdpanther, Matilda many more are famously known to have first appeared in surprise with the enemy really not knowing how to counter said vehicle.
But again, just because Tigers fought early war tanks in Leningrad, or Jagdpanthers did Churchills in Normandy doesn’t mean they would need to in the game, its still historically accurate to make those vehicles NOT fight unfair counter parts - because Tigers also fought IS tanks later in the war.
Not showing how germany struggled to fight KV tanks with their poor Panzer IIIs is not breaking historical accuracy - instead showing this one sided fight is not fun - unless you have a propper working asymmetrical balance system, which is very difficult to pull off.
