The Marder III and Marder III(h) belong to BR II because they horrible armour, no turret and every weapon they could face at their BR can destroy them easily. They have great HE shells and competent main guns (especially the Marder III(h) because it has the long cannon KwK 40 L/48)

What does penetration even has to do with these weapons? 16mm can’t penetrate anything the M18 could face at BR III
Both guns are cannons, the M1 was adapted from the M1918 AA Cannon, the KwK 40 from the PaK 40 AT cannon

But also the M18 has a high velocity cannon designed to destroy other vehicles, the KwK is as well but that’s the standard weapon of BR III German tanks, plus it has less velocity and a more pronounced parabole

and everything in the game can kill the crew of the m18, and any tank weapon or at weapon can pen the m18
That’s because those have a fuse to trigger the explosive filler depending on the pressure applied to the shell, that’s why an HE shell explodes once it impacts something hard enough
