In October 1915, the French government placed an order with Winchester for 300 M1907 semi-automatic rifles. Soon after, an additional 2,500 were ordered. In 1917 and 1918, another 2,200 were purchased. By 1917, a total of 15 million rounds of ammunition had been purchased.
In 1916, the Royal Arsenal of the United Kingdom ordered 120 M1907 semi-automatic rifles and 78,000 rounds of matching ammunition from Winchester, which were to be equipped for the rear-seat observers of the Royal Flying Corps (the predecessor of the Royal Air Force). The trigger guards of these rifles were specially enlarged to accommodate shooters wearing cold-weather gloves, and they were equipped with 15-round magazines.
