The 77 Model rifle was produced by the Zhejiang Iron Works, which was founded by Huang Shaohong, the governor of Zhejiang Province. At the beginning of the design, it was based on some machines and workers evacuated from Hangzhou. In January 1938, the Zhejiang Iron Works was established in Dagongtou, Lishui, and the factory was located in areas such as Dagongtou, Xiaoshun, Shitang, and Yuxi. In March 1941, the Zhejiang Iron Works was taken over by the Military and Administrative Department and became part of the central government. In May 1942, due to the pressure from the Japanese army, the Zhejiang Iron Works moved to Nanping County, Fujian Province. The total production was approximately 3-4 thousand rifles. Most of the steel was from the dismantled railway tracks of the Shanghai-Hangzhou Railway. It was mainly used by local self-defense teams.
