Pretty much. The only practical reason to choose one soldier over the others would be his perks.
Nor does it say you can choose and while i dislike the lottery a lot, if there were a mechanic like “first slot always comes back” then it should be stated. but it’s not. Assuming it is actually wrong.
Documentation on this game features is pretty bad. Still it was stated somewhere, probably on these forums, and definitely was known to developers, you cannot be unaware of such thing for months.
However as I wrote, it is irrelevant, what was original intention. The only thing that matters is what is good for the game. And I do not see how removing an option to develop individual soldiers as opposed to classes can be any good.
No reason to simultaneously improve personalization by adjusting names and faces, keep soldiers perks after academy while erasing all this personalization by lottery. If it is an attempt to force players to buy more training tickets, it failed.
It is obviously an attempt to make people spend money, and no doubt someone swimming in cash will spend to keep and custimize their favorite soldier(s), but at the same, for the vast majority of the playerbase, RNG (unless paying) and always losing 2 out of 3 soldiers at every upgrade (unless paying) kill the affection factor, and each virtual soldier is nothing more to them than his weapons and his perks.
