For BP/event/Premium weapons, since they come fully upgraded at 3-star the stat page should reflect with the fully upgraded stats.

This used to be the case. Then they did something and now it no longer shows the upgrades. It only shows these if you own the weapon, when before it did it no matter what.
It should always if you have the upgraded reward weapon, or can get it.
