Yes.

The Soviet rocket tank is probably the worst tank-slot vehicle you can buy/play. It simply underperforms compared to every other tank.
It has no way to damage the tanks it faces. It has a crew of 2. And it has nothing but those low-pene rockets, which are quite limited in number (I think 24 or something like that).

And the truck variants of this vehicle would perform even worse. (No armor + possibility to snipe out crew)
As long as they have low-penetration rockets, these vehicles simply cannot perform on par with other tank slot vehicles. So they have no means to block tank slots.

I don’t like this idea because this means that, unlimited rocket spam for everyone since rider doesn’t have any restrictions on them. This would do very poorly on overall game balance.
