Just select the section you want. Then you can creat new topic.
It’s not a problem with creating a topic, it’s a legal issue that says you can’t make a duplicate suggestion. This seems very common, but it gives them an excuse to delete any topic.

Depends on how old it is
if the older suggestion is a few months old+ then it’s fair to make a new one about the same thing since we can use it to remind devs
But if it’s just a few weeks or days old then there is no point in doing so

You have to make suggestions by clicking on its sub categories, or you can do so on main page and by choosing right categories Enlisted
