Gunner only controls the armament he is using. Why should Jagdpanzer IV be special?

Also alot of tanks still can use their hull MGs at all.

Jagdpanzer 4 was added before they have the tank machine gunner mechanic. That is why it didn’t have it. So this is more of a legacy remnant.
Panzer 38t is quite old, yet it got its hull MG recently, pretty sure its also usable from the gunner position.
That is obviously a mistake.
I just tested all of the tanks that also get hull mg from the same update.
Only Panzer 38t one is usable from gunner position.
And Jagdpanzer IV, and let me look for more examples.
