Move Type Hei and Type Otsu rifle to an earlier location on the TT

They are at tier3 and tier4 of the TT now. Moving them earlier on TT would help new players unlocking them as they are BR2.

Huge number of weapons and vehicles needs to be relocated in all TTs. It’s not specific issue to these two weapons.

Devs really should focus on it in next update.
