I know what you’re thinking, it’s Mexican, so why does Japan have it? First off, the M1913 is a Type 38 bought by the Mexican Empire back when it had a king, but the Mexicans could barely pay for any of them before the empire was overthrown. Many of the 1913 rifles stayed in Japan and were used during the invasion of china and later WW2. Some, oddly, had their crests scrubbed, but others did not.
What is it? A type 38, but in 7mm Mauser. What’s different? Well, aside from the bore, a crest.

Why add it? As an event weapon, or maybe a premium for funsies, or maybe an event squad. Possibly even a BP weapon for the most funsies. Since, being in a cartridge not in common use among the IJA and IJN, it would probably be a third line at best rifle, so maybe a VFC(volunteer fighting corps for you baka gaijins) gorilla squad?
