Japan is the only faction in the game to not possess any sort of bolt action rifle that is capable of firing while zoomed in. (For example, Lee-Enfield rifles, the Winchester lever actions, etc)
The Mannlicher 1895, currently available in the German tech tree in carbine form, was purchased and used by the Qing Dynasty and saw use in the first Sino-Japanese War according to wikipedia
For this reason, its not impossible to assume that Japan might have acquired some of these rifles during the conflict against China.
I propose adding the FULL SIZED Mannlicher 1895 to the JP tech tree, so it’s not a copy of the carbine available to Germany, but at the end of the day either works.

The Mannlicher 1895 should be in the tech tree in order to give Japan a rifle able to shoot while zoomed, which they lack compared to all other factions
Gameplay Purpose & Role
The Mannlicher 1895 would provide Japan a fast and hard-hitting rifle at BR2 that is able to fire while zoomed. It should hopefully provide a meaningful alternative to the Arisaka 38 rifle, which is the most commonly used rifle due to its ROF.
It would fill a gap in Japan’s tech tree by providing a rifle that can fire while zoomed, which they currently do not have access to
It would also provide Japan with a rifle that uses more traditional european styled sights as opposed to the tangent(triangle) front sights on most of Japan’s rifles, providing more diversity.
