Currently, the M3A1 Halftrack is in the game, but only as a premium for the Soviet faction. It is not currently available to the Allied faction, which produced and used it far more.
Allies should have access to this iconic APC (as well as similar vehicles like the M2 and M9 Halftracks). The US made about 53k of them and used them extensively during WW2. It was so common that many English speakers still use the term “Halftrack” as a shorthand for troop carriers.
Putting it in the allied tech tree would properly reflect its commonality to allied forces. However, if the inclusion of an APC with a machinegun in the tech tree is a balance concern, they could always make it an event APC and/or add a version without the MG for the tech tree.
In any case the M3A1 Halftrack, or another variant of it, should be available to the Allies.

It’s really strange that so much time has passed for APCs, including the pointless APC‑driver troop type that came along with them. Newly‑released troop types barely get any upgrade progression at all, just like tier 1‑4 assault troops. Newer units are basically locked in their state from day one, with no further advancement.
Aside from the few permanent APCs we already have, there should be more options, especially for the US faction. American APCs are just big, slow, clunky metal boxes. Their intimidating .50‑cal heavy machine gun has been nerfed so hard for balance that it shoots like candy now.
The home‑produced M3A1 sits on the Soviet side instead, and I really cannot figure out DF’s logic here.
I do not want to stick with the Bren Carrier forever, relying on only four men to deliver assault firepower.
Nothing stopping us from adding more. The rarer variant gets to stay as its silly clown car APC, and tech tree version Rider version has a completely different set of properties - justifying its existance.
I think this is off the table as it would create an imbalance between the amount of apcs you can have in your lineup (not like it really matters though)
Should have been the choice for US’s apc but they probably didn’t do it because that’s what they gave soviets and they know their playerbase cries about copy paste so much… look where that got you.
Take off its gun? it was so popular? Give sdkfz 251 tech tree in the same update and i’ll agree.

Absolutely. There’s a lot of lend-lease stuff the Soviets get which the Allies used frequently in the war and should have readily available. The Valentine is an excellent example.
I think that having one faction’s premium content in another’s tech tree is perfectly fine, like how we have captured BARs for Japan and regular BARs for Allies.
Likewise, the premium value of the soviet M1A1 halftrack is having it available as soviets. Allies getting it as tech tree does not diminish that value, and if anything makes it more obvious to players that the soviet M1A1 is someplace it would not “normally” be, and more clearly special because of that.
