The first Czech SMG, František Myška began developing the KP VZ 38 in the 1930’s at the Strakonice Arms Factory. By the outbreak of war and German occupation received as few as 15 were assembled from parts for as many as 20 far short of the 3,500 ordered. Like many weapons its era it was designed to be fired from bunkers and other fixed fortifications.

The Vz38 was chambered in the same 9x17mm (.380) cartridge used by the Pistole vz. 24 then in service. The vz38 was designed with a 24-round box magazine, or a drum magazine with a capacity of 96 rounds was added. Test firings of the delivered sample took place on July 15, 1938, at the military shooting range of the Sellier & Bellot company in Prague. During the shootings, the weapon fired 1,624 rounds with a single malfunction in the form of a jam.
