Instead of being forced to join only one nation or all of them, what if we could choose which ones we want to join? In place of the “join any nation” button, we would get a “join multiple nations” button. when clicking this it would have a little green light next to it, indicating that it is selected. Next to this button, there would be a smaller button with a pencil icon, click this and you would get a menu that brings up all of the nations in game (four as of now). in this menu, you would be able to select a minimum of two nations (eg. US and Germany) To encourage people to pick multiple, each nation chosen would give a 15% exp boost.

Japan does have a dedicated and zealous playerbase, the real issue could be only queueing for the 2 Axis or 2 Allied factions in the same BR. That would prevent player numbers getting evened between them resulting in longer que times and maybe even bot matches though I havent seen those (not on PC anyway) since a year.
