Don’t you think you’ve severely underrated the BR3 weapons? They are clearly BR5-level weapons did you even read the stats?
The Villar-Perosa M1915 submachine gun had a colossal rate of fire—excessive for infantry use—ranging from 1,200 to 1,500 rounds per minute per barrel.

The question is also whether or not the Villar Perosa should be classified as a submachine gun in game. While it evolved into the Beretta 1918 and OVP 1918 the Villar Perosa itself was more of a light machine gun in design and use.

With the mechanics of shooting only from bipods?

If bipods worked, sure, but most of the time they don’t. Get rid of the mechanic until they do. The time it takes to find the sweet spot to be able to use the bipod on a window is, in most cases, enough to get killed 3 times over. Then you aren’t even able to aim in some cases when it works.

I mean the gun lacks a stock so there’s no way you can shoot while aiming down its sights if you’re not resting the gun down on something.
