Gaijin’s goal from day one should have been to make all weapons as accurate in performance as they could, this way, there would have been no need for people to request buffing or nerfing of weapons because they would already be as accurate as possible. I highly doubt the Fedorov 25 was used in combat in its high rate of fire mode, and more then likely would have been somewhere in the 600’s as far as ROF goes. If your in combat, I highly doubt you’d want a weapon that shoots so fast with so much recoil that 2/3rds of your ammo is wasted in the tree tops.
Gaijin should have made the effort to make ALL weapons perform to the MOST COMMONLY used model and specs during WW2. For the most part, I think most of the MG’s, SMG’s and Semi auto’s were pushed to find it’s highest rate of fire while testing, but they settled on practicality over high ROF’'s and wasted ammo. Of course, that is real life, and this is a video game.
We always get told that if we want a weapon changed then we have to submit documentation, however, even when we do, they usually fall on deaf ears and most likely won’t even be acknowledged. It’s almost a waste of time to look up documents since Gaijin will ignore it anyway.
Well its a prototype weapon - it could have just as well been adjusted to have a lighter bolt-> tho its unlikely its magazines were designed to handle rapid fire which would have caused reliability issues.
Then again, its not like 90% of those prototype weapons would have catastrophic reliability to begin with right?
Anyways, a bit of room for interpretation is fair game, STG has 500 rpm in the real world for example, but 1100 is a crazy fast rate of fire - which could be somewhat usable for MGs, but a 25 rounder empties very very fast.
I agree there are many inaccuracies in the game, for example, the increased rate of fire of the pps-43 in relation to the same design of the PPS-42.
Still, because of the same automation, they should have a similar rate of fire, for example 600
My point is that the documents have no influence on the opinion of developers on weapons.The Fedorov rifle is not the first weapon that attempts to adjust the rate of fire. Even more direct evidence does not affect
completely false. Many weapons had their fire rate changed in the past.

I have four of these event guns. However, I don’t use them because the high fire rate is not my taste (or more precisely, the combination of very high firerate and high recoil).
