Based on the current in-game data:
The Mauser Kar 98 k is a German BR 1 bolt-action rifle with a rate of fire of 62 rounds per minute, with a 3.4 second reload of 1x 5-round stripper clip, with each round doing 25.4 damage to the target.
The Kretz P 13 is a British BR 2 semi-automatic rifle with a rate of fire of 170 rounds per minute, with a 2.8 second reload of 1x 5-round stripper clip, with each round doing 23.3 damage to the target.
The Walther G 41 is a German BR 3 semi-automatic rifle with a rate of fire of 350 rounds per minute, with a 4.8 second reload of 2x 5-round stripper clips, with each round doing 15.3 damage to the target.
The Walther G 43 is a German BR 4 semi-automatic rifle with a rate of fire of 350 rounds per minute, with a 2.3 second reload of 1x 10 round magazine, with each round doing 15.3 damage to the target.
The Type 4 is a Japanese BR 3 semi-automatic rifle with a rate of fire of 350 rounds per minute, with a 4 second reload of of 2x 5-round stripper clips, with each round doing 14.9 damage to the target.
The M 1 Garand is a USA BR 3 semi-automatic rifle with a rate of fire of 350 rounds per minute, with a 2.9 second reload of of 1x 8-round stripper clip, with each round doing 15.3 damage to the target.
The SVT-38 is a BR 3 Russian semi-automatic rifle with a rate of fire of 350 rounds per minute, with a 2.6 second reload of of 1x 10-round magazine, with each round doing 14.4 damage to the target.
It does not take a genius to see that the semi-automatic rifles used in BR 3 by the majority of the Japanese and German soldiers as their main weapon in Enlisted are at a severe disadvantage versus the USA and Russian BR 3 semi-automatic rifles.
The main reason for this is that the current Japanese Type 4 and German G 41 have a considerably longer reload time compared to the current BR 3 USA M1 Garand and Russian SVT-38.
The only theoretical “advantage” the current BR 3 Japanese Type 4 and German G 41 have over the BR 3 Russian SVT-38 is that they do slightly more damage with each hit. That “theoretical” damage advantage is so minimal in game terms that the “time to kill” overall still remains significantly lower with the SVT-38 because the SVT-38 will kill more enemy soldiers faster because of their faster reload speed and all three rifles currently require more or less the same amount of hits in Enlisted to kill an enemy soldier. This “theoretical” damage advantage in game terms is however, even further decreased because of the current inauthentic Russian “body armour” damage reduction effect, which totally negates the “theoretical” damage advantage of the Type 4 and G 41.
The current BR3 Japanese Type 4 and German G 41 have no damage advantage over the BR 3 USA M1 Garand. In other words, the “time to kill” compared to the USA M1 Garand is more or less the same, but taking the longer reload time into account, the current BR3 Japanese Type 4 and German G 41 are at a significant disadvantage compared to the USA M1 Garand.
Is that “fair” from a game point of view? Clearly not.
Is that “balanced” from a game point of view? Clearly not.
So what COULD be done to make things more “fair” and “balanced” at BR 3 in Enlisted regarding the semi-automatic rifles?
Possible solutions are:
1.) Reduce the reload time of the current BR3 Japanese Type 4 and German G 41 to make them about the same as the USA M1 Garand and Russian SVT-38.
2.) Increase the reload time of the USA M1 Garand and Russian SVT-38 to about the same as the current BR3 Japanese Type 4 and German G 41.
3.) Re-designate the current BR 4 German G 43 as a BR 3 weapon, and introduce the K 43 as a new BR 4 German semi-automatic rifle with BR 4 level stats. That would solve the issue for the German side. The Japanese would still need a solution, with an obvious solution being adding a “captured” M1 Garand to the Japanese tech tree at BR 3.
Then there is the example of the Kretz P 13, a British BR 2 semi-automatic rifle with a rate of fire of 170 rounds per minute, with a 2.8 second reload of 1x 5-round stripper clip, with each round doing 23.3 damage to the target. That is almost the same damage as done by the Mauser Kar 98 k, a German BR 1 bolt-action rifle with a rate of fire of 62 rounds per minute, with a 3.4 second reload of 1x 5-round stripper clip, with each round doing 25.4 damage to the target.
If the BR2 Kretz P 13 British semi-automatic rifle is given a damage of 23.3 damage to the target then the Japanse BR 3 Type 4 and German BR 3 G 41 semi-automatic rifles could, following this example, also be given respectively a 23.3 (Type 4) and 25.4 (G 41) damage to the target.
Needless to say, the G 41 fired the exact same round as the Kar 98 k so the lowering of the damage done by the current G 41 in Enlisted is a game design decision, purportedly because the G 41 is a semi-automatic rifle . This current lower damage done by the G 41 in Enlisted is not based on any real life lower damage when this round is fired from the G 41 in real life.
So if this 23.3 damage increase can be given to the BR 2 Kretz P 13 British semi-automatic rifle in Enlisted then the same could be done for the Japanse BR 3 Type 4 and German BR 3 G 41 semi-automatic rifles to compensate for their considerably longer reload times.
The Japanese Type 4 in real life fired more or less the same round as the BR 2 Kretz P 13 British semi-automatic rifle, so the Type 4 could also get the same 23.3 damage that the current BR 2 Kretz P 13 does in Enlisted.
The German G 41 in real life fired the exact same round as the BR 1 Mauser Kark 98 k German bolt-action rifle, so the G 41 could also get the same 25.4 damage that the current BR 1 Mauser Kark 98 k does in Enlisted.
That brings me to solution 4.)
4.) Increase the damage done by the Japanse BR 3 Type 4 to 23.3 and the damage done by the German BR 3 G 41 to 25.4 to compensate for their long reload times compared to the BR 3 USA M1 Garand and BR 3 Russian SVT-38.
It would be interesting to see solution 4.) implemented in Enlisted.
