The IS2 is already incredibly easy to take out with king tiger. I’m pretty sure the buildable AT guns can also take it out quite easily as it’s armor really isn’t anything special like the king tiger’s.

BR1 and 2 matches would be completely dominated by flak 88s. For the health of the game, i do not support this at all. People like to point at the KV1 and say we need this in BR2 all the time, just because BR2 sometimes fights BR3 doesn’t mean you need BR3 level gear in BR2. It’s a progression system and higher tier equipment is supposed to be better. In br3 you already get the bigger AT buildable as well. I personally see no purpose for this.
Another bad suggestion that boils down to BR5 compression. If BR3 Russia got uptiered more often then I doubt people would consider it as problematic as they currently do.
Also balancing out or removing body armor might help as well. I lean more towards balancing it out, I’d prefer if each faction felt more unique and leaned more towards a specific play style.

Flak 88s in br4 and 5 with very limited shells, can’t be reloaded once empty, and takes up all engineer structure points, fine. Otherwise it’ll just be toxic to have in br1-3
I’d like to see some big cannon emplacements, but it would definitely require a lot balancing and gameplay polishing/rework.
An 88mm Flak36 on some grey-zone cliffs will be way worse than a Tiger II (H), especially when anyone with a maybe Engineer III squad can build it.
