This time, please allow me to let my sources speak instead of me first.
The exact firing characteristics of the Uragan are unknown. According to various estimates, the firing rate reached 500-600 per minute, the effective range of fire - no more than 150-200m. Guerrilla submachine gun "Hurricane"
Despite the sources, the Uragan in game has a fire rate of 750 rounds per minute by default and 860 rpm max upgraded.
Its fire rate should be decreased from 750 to 500 (by default) and its BR rating also reduced to BR1.
Uragan would not be too different from the Sten mk.II this way, but still have its flavour and would dance differently.
There are two good reasons for this change
The Uragan on BR3 is an absolutely uninteresting sidegrade in its current form.
It is significantly easier to find a new submachine gun for BR3 Soviets than it is to find a new submachine gun for BR1.
Soviets only have one BR1 submachine gun at the moment and while PPD-34 is a decent gun, its high fire rate and small magazine only suits one style of play.
And honestly, when was the last time Soviet BR1 got anything?
The last thing I recall is a mosin rifle being moved from BR2 to BR1 a year ago or something like that. So Soviet BR1 could really benefit from this change.
In general Soviets could get access to some slow rpm guns for variety sake, BR1 PPD despite its excellent stats… well I personally hate that gun, something about its rate of fire seems laggy or inconsistent ( one burst is rapid, the next seems slower ), so a slow rpm gun for BR1 Soviets would help the factions lack for content.
Also no need to change Uragan - better to add something else.
No, please. Give Uragan his real fire rate and give it 6.9 damage and his become good alternative choise for USSR BR 2. Something like analogue of MP-40.
For Soviet BR-1 we could add PPD-37 and it will be a better choice in my opinion.

I also want to give Soviets something like that, I have been searching for 9mm submachine guns that could be added to Soviet faction.
If the gear of minor Axis powers is fair game for Germany/Italy than guns used by Communists resistance and Bulgarian red army’s guns should be fair game for Soviets.
Found a greek submachine gun used by Greek resistance, Greek communists included.
Some Bulgarian submachine guns.

Don’t you think that your comparison is cherry picked?
The damage is difference between Thompson and Uragan is ridiculously high and we haven’t even talked about Uragan’s downsides like high dispersion.
And if you were asking to move it to br2 you would have a point, yes the thompson at br2 is stronger then the uragan. No it’s not different enough that the uragan belongs at br1 and the br2’ thompson belongs at br3. The two guns are 1 br apart not two, if I was asking the Thompson to be at br 1 I’d be as crazy as you asking for the uragan to be at br1 while the Thompson at br2 was at br3.

Your entire logic is flawed, if you didnt just compare two weapons but all weapons on the same BR, you would see the whole picture.
Allow me to demonstrate the issue with your thinking.
Mp35/I: 7.2 damage, 540 rpm by default, other stats are similarish to Thompson except muzzle velocity. BR3.
M1A1 Thompson: 8.2 damage, 600 rpm by default, at BR2.
By your logic the Mp35/I should be BR1, but on BR1 this gun in its current state would be the single most power SMG in the whole BR.

My point is if the uragan is br1 the m1a1 is fine at br2
Not that the uragan should be br2 and the m1a1 br3
But that if the m1a1 is br3 the uragan should be br2
Sorry just sick of the people who think thin the m1 and m21/28 belong at the same br as the kiraly m39
