The Mannlicher 1895 uses an en-bloc system and it is inaccurately depicted in game as being able to reload bullets one at a time. This is not possible. This makes as much sense as trying to reload an M1 Garand one bullet at a time.
The Mannlicher 1895 reload should be the same kind of reload you see from Carcano rifles because of the en-bloc clip system. This would make the rifle more true to life and not perform actions that are physically impossible.
For comparison, the Mannlicher 1893 from Stalingrad has an accurate reload. You swap out the en-bloc clip regardless of the current ammo remaining, you do not individually load bullets.

I will say what a mod says “this is not a suggestion, if you want report a bug, report it in the proper spot”, even if I want it’s fixed, this post will be closed xD
It’s not a bug, nothing is working incorrectly. They just animated the weapon wrong. Tasked failed successfully so to speak.
you can actually do this, it’s just not practical

You can, in fact, reload a Garand with single bullets, or indeed top one off.

Garand wasn’t an idiot, he knew how to design a service rifle.

but what about all of the pinched thumbs?

“Garand Thumb” happens to people who don’t know how to operate the weapon correctly.
You get it once, it’s uncomfortable, and you learn to never be that stupid again. “Garand Thumb” is a highly overstated issue.
