USMC m1928 at BR II and M21/28 at BR IV have the same stats except magazine size. The difference is 10 rounds.
I told 10 rounds difference is not a cause for two BRs gap.

It has same ammo count as the LMG version of BR4 and the lmg version has shield and all other crap.

Well, HEI with a shield have a huge movement speed debuff so its aint good weapon for me.

Why was it brought up? Because one of your main arguments you have used throughout the discussion has been ammo capacity. The Type Hei Rifle, not LMG, currently at BR5 has the same amount of ammo as a weapon at BR4 and should then, based purely on ammo capacity, be able to be moved down to BR3.

What about a HEI? Lmg or autorifles have the same amount of bullets, but lmg is worsen because of movement speed debuff.
