(Bug) Fix the VG-2 so it can chamber an extra round on non-empty reloads

Unlike most bolt action rifles in the game, the VG-2 reloads with a box magazine. This should mean it should be able to hold 10 rounds + 1 extra round in the chamber if you perform a non-empty reload, but this is not the case.

Please allow the VG-2 to chamber an extra round on non-empty reloads for consistency with other box magazine weapons with a closed bolt

M1A1 carbine still needs a partial reload animation too.
