Buff the horizontal recoil perk

This perk is the most usless perk in the tier
You can have -40% vertical recoil with 12 perks point
But -30% horizontal recoil need 16 perks point
For most of the classes that mean you won’t have much remain perks point for vertical recoil or reload

two options:
Buff the value from 30% to 40% or more
Or makes it reduce real horizontal recoil than just squeeze the recoil ring

If you don't know what is recoil ring

horizontal recoil affect both horizontal and vertical recoil in random ways
V. recoil is the offset of the ring
H. recoil is the radius of the ring

Current horizontal recoil perk only squeeze the recoil ring, not reduce the real horizontal recoil (ring radius)

It should rather cost about 10 perk points, not worth using if it’s more than that.
Only thing I can think it is worth combining with, is pre-buff Madsen, and now there’s no good use for this perk - combination of vertical recoil reduction and weapon swap, grenade range, dispersion after quick turn - all of that is much better than spending 16 points for something that is rarely a major downside of a weapon. Hell, you are better off using something else that doesn’t require you to dump 16 points just to negate one downside of a weapon.
