A lot of the bolt actions in game do not match their BR very well. I decided to make a list on improving balance with them. I also included adding bayonets to guns that historically had them but do not in game. Adding bayonets also improved the balance with most of them.
USSR
-Mosin M44 carbine: moved down to BR1
-Mosin M91/30 rifle: moved down to BR1
-Winchester M1895: gains bayonet
Allies
-Enfield P14: gains bayonet
-Ross Mk.III: gains bayonet
-M1917 Enfield: gains bayonet/ moved down to BR1 (foldered under Enfield P14)
-Springfield M1903A4: moved down to BR1 (This is the only sniper I am moving down but that is because unlike other BR2 snipers this one is just the BR1 one but with a lower zoom so its either equal or worse)
Axis
-Carcano M1891: moved down to BR1
-MAS-36: moved down to BR1
-Mannlicher M1895: gains bayonet
Japan
-Type 99 Rifle (Late): moved down to BR1
-Type 99 Rifle (Early): moved down to BR1
-Arisaka Type 38 rifle: moved up to BR2
I think I got all of them but any input would be appreciated.

That is already at BR1. So are all Carcanos for that matter.

I was using the wiki for research and it says it was BR2, so you are only thinking of the first 2 or the wiki is outdated.
As I said previously there is no BR2 Carcano in the entire game. Neither sniper nor standard rifle go beyond BR1. Be they M1891, M41 or Mod. 38 they are all at BR1.
The Wiki is very outdated.

Moving the Type 38 to BR2 would be taking away the only thing BR1 Japan has going for it

I agree that their vehicles are the worst but I think their other stuff is best in class. The Type 38 is considered the 4th best bolt action in the game (3rd if you count the SMLEs as the same). Unless their is a massive bolt action rework I think it should go up to BR2.

I see most people don’t like it, what is everyone’s biggest objections?
I think due to BR2 powercreep over the years, we should consider buffing the bolt action perk - increasing its cyclic rate buff a bit while also giving it an additional reload speed bonus for bolt action rifles specifically, that would help those 5 rounder mag bolt actions to stay more active in the fight.

Fixed all the wrong bolt action BRs in the wiki.
