Thats what he means, it would not be practical to use it above 30 meters distance - but it would technically still be possible, and with enough practice even reliable.

Allies’ m1&piat and japanese type 4 has 80mm of pen
only type 5 and grb has slight higher pen but they have their own drawback
And now panzerfaust 30 with ~140mm of pen, it’s way above the norm, even if it has shorter range
