Not sure. I haven’t touched flamethrowers for two years; they are really bad right now.
Is this bug only happening with the two special flamethrower squads: the Mosin‑flamethrower squad and the Suomi‑flamethrower squad?
By the way, there seems to be something wrong with your poll. You can re‑edit it using the pencil icon.

That used to be the case now it picks ammo up but does not reload showing 0/300 as ammo
Haha, that is indeed the issue. You cannot refuel the flamethrower unless you empty the fuel tank completely.
It stems from bad coding by DF. Fuel‑tank mechanics work completely differently from normal magazines. Logically, ammo sources should instantly replenish both tank fuel and incendiary charges. Right now it behaves just like the LAD

Good luck with that. I’ve also been grinding squad levels since I finished school. Almost all of my squads are maxed‑out, except mortar and sniper teams. I have little left to aim for besides pulling the BT‑76 from loot boxes. Unfortunately, I have not gotten it after three years of opening crates.
Edit your poll quickly, or it will get warned and locked soon. You will get the hang of how polls work after using them a few times.
Maybe two voting modes could be implemented in the future: regular public polls, and weighted polls that cost points to cast votes.

I’m in Xbox pressing X which it was is used to reload any other weapon has no effect
