There is extremely often a lack of fortifications being built as defense (which is largely in part due to lack of time to set up), however its also in part to two other factors.

The point value is incredibly low, so it takes a LOT if interactions to really benefit score wise, leading many players to not even care.

Often times running into the issue where teammates set up barbwire INSIDE the objective, greatly decreasing movement of their own team.
My SUGGESTION:
Double the value of certain structures points when located in certain areas:

Barbwire INSIDE of the objective will only yield the standard 6 points, but if placed OUTSIDE the objective area it yields 12 points per interaction.

Sandbags OUTSIDE the objective will only yield the standard 6 points, but if placed INSIDE the objective area, it yields 12 points per interaction.

Ammo boxes OUTSIDE the objective will only yield the standard 18 points, but if placed INSIDE the objective area, it yields 36 points per interaction.

Mounted weapons (MG, HMG, Ampulomet) OUTSIDE the objective will only yield the standard 18 points/ ASSIST, but if placed INSIDE the objective area, it yields 36 points/ ASSIST.

RALLY POINTS, if placed within 60m of the objective will get double points per spawn.
This system would hopefully both increase the usage of structures as well as keep barbwire from clustering in doorways.

Additional possibilities:

Increase value for shootdowns with AA if its near (within 80 meters of the objective) by 33%. If its used from the roof of the objective, its doubled. — This will help to encourage players to stay near the objective and fight, as well as work on AA to protect the objective.

Czech Hedgehogs really don’t have point values currently, but I would like to suggest that if they are placed on or near a road, that they would give like 10 points each when an enemy vehicle passes within 20m of them. — This could potentially help reduce the spam of Hedgehogs inside buildings.

You have put forth too many proposals. Perhaps by this time next year you will have the position of general director of this game. 
I just see so many missed opportunities to make valuable changes to the game. I have a bit of work experience in the gaming industry, which is why I’m so active in trying to bring these suggestions to their attention. I’ve seen how hard balancing can be, and on top of that, how difficult it is to get any semblance of teamwork going in modern gaming.

No wonder, I thought, you make good suggestions. As far as I can see, DF is really flexible and open to user input, and with dedicated users like you, this place will get better and better. 
Nah, it should be 0. Defenders putting barbed shttwires on objectives only sabotaging their own team. They don’t deserve any reward for it.
The problem here though is that some objectives are considerably larger than others, and are designed differently.
While putting barbwire inside on a small house objective can be detrimental, there are other situations that actually need it. Such as the monastery map on Moscow campaign. The gate objective. The area is so large and it extends to either side of the wall, enabling attackers to capture without even going through. The only way to really hold them back is to get barbwire down just inside the line of the objective and hold them out from there.
There are plenty of other examples of open area objectives on Pacific, Tunisia, Berlin, and Normandy. All of which the capture area is so large that area denial around the edges, WITHIN the objective area, is necessary.

Yeah, you are completely right. It was more like desperate crying than reasonable opinion. So many times I lost objective because of barbed wires made by our teammate.
Its definitely more complex problem.
It is, and that is where I’m hoping that by adjusting point value and therefore incentive, players will focus more on placement of their structures to really capitalize on them, rather than just spamming them down rapidly.
