Says here it was never completed.
This one I can say I was wrong, since the here’s several sources that back this up. Apologies for getting this one wrong.

a wooden mock up was built and they were going to use the same hull as a previous prototype tank, they consider that previous tank to be the ‘hull’ of the ho-ri

and a working gun so yeah if you want a heavy tank with that armor sure it was an incomplete prototype
