technically, they aren’t “bombers” per se, standard bomber drops bombs from high up while flying flat, while a dive bomber flies down at the target in a steep nose-dive before dropping its bomb, japan don’t have actually in game any what we call “bombers”, all are dive ones technically or at most “attack” plane
Atleast the Yermolayev Yer-2 counts atleast in Wikipedia as a
Long-range medium bomber
And some Bombers can work in both ways Dive and Flat Bombing!

I wouldnt call the Japanese Ki 83 or hopefully in the future added Ki 102 pure Bombers!
The Mitsubishi Ki-83 would be more a Heavy fighter or Destroyer, i ment that the best use of the Ki- 83
would be to destroy heavy Aircraft then i thougt the Ki 83 would have more purpose in the Game if it Could destroy a Soviet Bomber in the same Br!

Some G4m Bety exist as AI Bombers allready in the Game!
I think in the end off WW2 there where some Bety versions with self sealing fuel Tanks, then the normal Bety Bombers did to fast start to burn.
Maybe the self sealing fuel Tanks version maybe should be a higher Br then the normal ones!
Poor flight performance and no pilot controlled gun. It is really a suboptimal choice for br4. It may be better to be on br3.
For br4 it will be better to add a Pe-2 variant that carries 4 250kg bomb. There are various Pe-2 variant available in War Thunder.

The Ju188 is one Br higher and dosnt moves that great
Maybe the Yer 2 could still most likely be belanced out with 2 more Bombs 12 × 100 kg FAB-100sv (forged)!
You cannot process multiple criteria at a time is it? The B25 has bad flight performance but it has pilot controlled gun.
