Simply because by that time, the standard semi auto used was the g41. It was loaded only from the top, it had no detachable magazine, and (I’m not 100% certain about this) was mostly reloaded using stripper clips, a bit like the mauser “broomhandle” pistol where you couldn’t really reload 1 bullet at a time. Due to where the scope would have been attached, it would have been impossible to use those clips to reload.
But you dont need semi auto snipers, bolt actions are the way to go, and even if the scope of the mauser 98 isn’t magnified much (looks like a 4x instead of a 8x) the firearm is wonderful and packs quite a punch.
Edit: to be frank, when playing soviets I keep my beloved Mosin. It’s a great rifle and performs MUCH better in the role of sniper than the inaccurate (compared to Mosin) svt semi auto.
Then get some random semi-auto rifle with scope that at least can compete with Russian stuff for German rather than leaving the game imbalanced as it is
I need it because it is better and much more reliable than single shot exactly why I give all of my sniper FG 42 II on Normandy
Good for your but if you dont need it doesnt mean rest of the world are the same, so please dont shove your play style to someone else
How can they suck if they have (nearly) the same stats like the Mosin?
Also SVT has many drawbacks which makes it harder to master.
Worse scope, worse accuracy, worse recoil, worse dmg which all screws your ammo.
Its nice in CQC and to some extend med range but I dont play sniper squad for med range but for long range engagements (and cause its my favourite SU squad aside the PPK squad).
SVT is more of a DMR in modern terms where its like using an SVD in a modern setting. Really depends on what kind of sniping you want but semi auto snipers allow follow up shots much faster than a bolt action even better when its fully upgraded.

Semi-auto snipers are mediocre DMRs that are really shit at range
If you want a semi auto G41, if a more “standard” one, I think it’s a 1.5x scope one, with clip reload.
Also SVT has less damage, and a really worse scope. Ingame’s SVT scope zoom scale seems to be too small.
I’m using the G98 scope now, leveling tier 2 sniper squad. It’s pretty handy as a sniper rifle. NOT a CQC one…
literally like any other semi auto rifle but heyy it’s 4 star rifle (iirc) upgrading it to full star and get 14.4 damage (iirc) won’t take a lot of effort
I don’t really know how bad the scope is but that’s not the case, it won’t justify it is okay to be imbalanced
I mean, man Russian at least get something that is completely different but dude German only get a literally copy of kar98k, the pre-work kar98k that is just super bad
same case with gewehr 98, it is literally ka98k but worse, yes it does have 16 damage (?) but Ka98k has 16.1 (iirc) at full star and 4 star kar98k is much more better than gewehr 98 since it easier and faster to obtain, not to mention about the squad gewehr 98 has to upgrade before upgrade the weapon, it’ll take tons of time
Not owning/ playing the gun is always a good sign for not being BS.
it must be said that snipers are also very ignored due to the maps that do not allow wild sniping personally I keep one in the infantry team because I never know what can happen but it is not that it is essential
i have sniper gewehr 43 on normandy if that’s how bad it is i dont really mind since moscow map arent that big and most of the time are CQC
then again, saying “noo, russian have it and it’s bad so german dont need to have that kind of weapon” wont justify it

Because they didn’t have one at that time - unlike the GW43, the G41 had no provision to have a telescopic sight fitted, and AFAIK none were ever modified for the purpose.
As opposed to SVT-38’s and 40’s - both of which had sniper versions made in relatively large numbers
like selbtlader M1916 or Vollmer M35, i dont care about historically accurate stuff since there are already tons of inaccuracies in game

Mp35/I is not really equal to ppd guns but its damages are great.

Germans compete just fine - your L2P issues aren’t caused by the equipment
