At BR3 USSR has better SMGs and slightly better tanks and bombers. Germans have slightly better LMGs.
So I don’t see how USSR is inferior.

But thanks for your “tip”. However, I don’t need it because I’m more than familiar with the playing styles of the individual tanks / planes. Otherwise I wouldn’t have a winrate between 85-92% for every nation. 
The overall strength of both sides in BR3 is similar, so there will be different opinions, at least I think the Soviet Union is slightly inferior. But there is no doubt that the BR5 Soviet Union is inferior to Germany.
So you won’t give me any reasons why it’s inferior?

The Americans just got a new jumbo jet plane with rockets (I forget its name) but its the same jumbo jet that the US already has, but with a bunch of rockets on it instead of bombs.
An even similar simpler solution then adding a totally new plane would be to make another Boston bomber plane for the Soviets with a different armament, maybe a few more bombs or larger bombs, or maybe rockets, or maybe even increase the crew size of the Boston bomber by 1 or 2 more gunners so it could be used more effectively as a backup paratrooper squad like the JU-188.
3n has strong anti infantry capabilities and sufficient anti tank capabilities, while 4j has better penetration depth. Ju87 R2 has a 500kg bomb. Mg34 is superior to dpm.
Indeed, it would be best to have 6 × 250kg, similar to ju188

BR 3 both are very strong, but as pointed out above id say the soviets have the edge in most categories
Best smg, semi auto, sniper, tanks, fighter planes
Equally good everything else
At BR 5 the only thing the soviets dont have is the tiger 2

T-28 also is quite good vs infantry.
And USSR has T-34 and KV-1 with very good armor. Germans have better penetraring canons to counter this.
Also 4j is very poor vs infantry because of it’s slow turret.
And USSR has IL2 with bombs, rockets, canons, great survivability and great fly model. I’d say it’s far superior than Ju in everything except bombs.
And 500kg bomb is pointless anyway. It’s not much different than 250kg.
MG34 is superior to DP but imo not by much. DP is still a great gun.
Also remember that USSR has lazer acurate PPSh box at BR3.

If there is a pps42 on the technology tree with 6.9 damage, a submachine gun that can compete with Kilary, and a light machine gun that can compete with MG15, I would agree with you. Besides, you forgot about the Soviet bomber with 500kg that I called for
If you think T28 is stronger than 3n, then I have nothing to say. If you think 500kg is useless, please send 500kg bombs to the Soviet Union
Please remember that the MG34 of German vehicles is far superior to the DT machine gun of Soviet tanks. The damage of Soviet submachine guns is 6.7/6.6, requiring three bullets to kill a soldier with added blood, while German submachine guns usually require two bullets
Suggest opening the data to check the flight speed of IL2 and the flight speeds of JU87 and BF110, and driving them in practice
I didn’t say it’s better. It’s slightly worse but not by much. At least when it comes to vs infantry fight. It bad vs tanks from what I remember.
You know that nobody uses Ju 87 with 500kg?

And german SMGs do 6.8 damage. That also results in 3 hits to kill if I’m not mistaken.

Ju and IL are comparable.
BF110 is better but IL additionally has 4 bombs.

Please stop discussing the intensity. It is a fact that the Soviet Union lacked aircraft carrying 500kg bombs and 6 × 250kg bombs, and needed bombers similar to the Ju87 R2 and Ju188
T28e is beautiful tank. The 3 mgs will shred through infantry and 76mm cannon can deal with any german tank frontally. It also has great he splash damage. My favourite part is the 6 man crew that allows it to act like an assault squad

TU-2S with 3x500kg bombs would be to powerful - even on BR V.
Then I would rather suggest a revision of the Petlyakov (Pe-2) - set it up to BR V. The four external underwing racks which the russians added were capable of carrying 2x500 kg bombs in overload configuration

The first t28 is. But the t28 e has enough pen for all tanks it sees frontally, AND has 150 HE filler…1 shot kill
