The game itself was free.
But new steam players had to purchase some squad bundels.
So no cash, no playing on steam.
20$ for f2p game and problem with transferring gaijin account to steam were basic thing people complained about in steam reviews. game god really bad reviews (~25% at launch, till 59% today)

Yes and no.
You cant buy the game on Steam for now, but you can play it via Steam if you own it.
I dont play it much via Steam because the connection feels worse.
