The issue is that there are meta perks in the first place.
On the one hand, some perks boost things that have too low a usage frequency for the perk to be viable.
And on the other, there’s too few perks to pick from. None of them are very build-specific, many classes do not have class-specific perks at all on their tree. → The effect of this: Everyone has to pick the optimal generic perk instead of varying perk choice depending on how they play. And vets with old characters have no incentive to undo their tree and pick other perks that would suit their playstyle better.
