Id say thats mostly because thats a large part of the rationale is because this faction doesnt have “x” so why should this faction have it.
When in fact they have something with very similar capabilites (slightly better in some areas, slightly worse in others). They just never bothered to use because “x” exists
If you read above there seems to be alot unaware if what the t-28e has going for it. It was just assumed unworthy to the panzer 3n

90% of Soviet players on BR2 kept shooting the hull with extra armour on the Pz III N.
Even though the weakspots are cut out (Im not kidding, you will kill 3/5 of the crew with a single shot or even ammo rack the tank if you shoot the driver or the MG port)
Germany will still have a lot of BR2 howitzer tanks. They should just give them a few heats and the problem is solved.
Even so, none of them would be as toxic to newcomers as the PZ III N. In which seal clubbers were really toxic.
Whether the T-28e is similarly toxic is a question in itself in my opinion. And it shouldn’t be addressed at all in the context of the PZ III N change.
I’m certainly not a fan of the obvious OP stuff being on the Soviet side. (I.e. performance of PPS or broken dispersion of PPS box.)
But realistically these are completely different topics that should be dealt with on their own, separately. Because then there’s a better chance that the discussion will actually be about something. And it won’t just be endless comparison of PPs and blaming each other.
Should BR1 newbies play against T28e? Quite possibly not. But that’s just not related to the PZ 3 N change.

Japan will only get uptiers in BR4 to BR5
And downtiers from BR3 to BR2.
What hope do we have for fair +/-1BR let alone +0BR?

This is the only reason why I agree that they are going to need the M1A1 Thompson on BR2 until Japan is always downtiered to BR2-3 matches.
I would have made it BR3-4 matches instead because BR4 Japan wouldn’t be that crazy more powerful than BR3 US.
While BR3 Japan is now very strong compared to what US will have on BR2.
Only US advantage on BR2 against Japan BR3 will be M1A1 Thompson which is only slightly better than the Type 100 (late).
If it meant the Japanese wouldn’t have a BR4-BR5 queue, and BR5 japs would be queue of its own. That would make a lot more sense than separating BR3 from BR4/BR5.
Literally by now BR4 won’t even have its own rifle.
M1A1 Thompson had the same DPS as the Ppsh41 (stick) and the Type 100 (late), with similar stats too.
Ofc 45.acp is muzzle velocity is low, but due to high damage, its always guranteed that your 3rd shot kills the enemy soldier which is nice since both ppsh and type 100 might have to finish off with a 4th shot so those have to be relaoded more often and spend more time on the same target ect.
