No, I don’t think you’re getting it either, if you want to play them that’s your prerogative. I don’t know that Penal battalions would add too much value to the troop types available in game, but like I said each to their own.
I think the initial difference in our thinking is that I imagined that penal battalions would have poor stat modifiers rather than just being skins over extant troop rankings.

I didn’t have an issue with the SS situation, and I don’t have an issue if they include Penal Units in the game, at the end of the day I have a choice in what I put in my line up.

dunno about the soviet if they have any penal battalion.
although, yeah i kinda made an example of premium example squad of what i would like to see ( was an example of what for 60 bucks i’d like to have rather than one single unit ) and in this case, i made a pack of ostruppen units with captured weapons (and tank ) in campaigns such as normandy:

I’m not sure that Ostruppen were penal batalions per se, I thought they were just forcibly conscripted or made up of Eastern European volksdeutsche ?
The Germans just like the Soviets had actual penal batallions though, which is what I am not entirely sure would add much value, but again that’s just my perspective.

Ah ok, yeah so that was just a thought about their implementation in game. I guess in the same vein as VoyoMayPL commented they may be nothing more than skins. I was thinking more along the same lines as you, although historically those units were poorly equipped, poorly motivated and often similarly led.

which it’s truee, no doubt that,
but in enlisted business perspective, no one will buy pourly trained or unequipped units for actual money.
hence, why captured weapons ( and variety innit ) should do the trick 
( and yeah… essentially just a skin at the end of the day ).
after all, it’s their value to the players that matters, not what they are ( since… all premium squads are roughly the same beside the weapons and specialization ).

It’s a great idea and penal should have an NKVD member in the squad.
As for snowflake arguments, this is a game where you digitally simulate shooting, aiming guns at, stabbing, killing, running over, bombing, staffing and sniping humans.
And everyone is happy untill the letters SS or such come along. Funny humans
