how about we, along with rifle squads, start out with penal squads, with special penal soldiers
squad would work similar as rifle squad, except it would have even more soldiers in it, this squad has an exception: trooper is a special unit and in place of them there are penal troopers, the squad is obtained at beginning just like “trooper squad I”, at very beginning, the squad is already full (no additional slots are unlocked), and is fully filed with penal troops (so no more penal troops can be obtained in logistics), there should be no “penal squad II”, through squad progression, it is possible to replace 3 penal troops with 2x trooper to and 1x engineer
penal troops can only be equipped with 1x medkit and a faction starter gun, penal troops do not gain levels, they start out with a set of basic traits (which are always the same).
the idea of adding penal squads is not because of being fan of it or something, but to give total newbies an more useful squad, a squad of 12-14 noobish soldiers sound like a perfect way to make newbies learn the game, without too much punishment for losing each soldier, i know they were only used by germans and soviets (and the french), but similar version of squads could also be added to USA and britain
