Calling smoke along side the enemy positions. Driving forward secure from Small arms fire, building an advanced ralley point, covering it with your mounted MG while your food sluggers storm the point before the enemy is able to reach it.
Totally balanced as all things should be.

Any APC will end up like shovels. Cool concept, useless outside of roleplay.
Shovels are absolutely OP in Stalingrad, because thats where you can actually dig.
You can built aggressive spawns that are safe from Bombers and Artillery.
I haven’t play stalingrad since it was launched basically. But in other campaigns I have never seen them used.
Personally I used them once to hide a rally but it took me so damn long that we managed to cap the point before I finished.
So imo cool concept, useless in practise.
As i said it only works in Stalingrad, in other campaigns as you said it takes too long or is actually impossible to get the ground even enough to build a ralley in a hole.
In Stalingrad you dig down 2/3 times the when crouched you turn on the spot dig 6 times all around the hole is then wide enough usually and you build the point in. Than you can create a little ramp by diging once at the edge of the hole to allow for easy leaving of the hole. and you are done.
If theyd take the Stalingrad digging mechanic to the other campaigns it would make sence there as well.
Stalingrad? Really where? The floor? The pavement? The street? 
I saw attackers once digging a trench to the sniper tower close to the big ruined train building (out of hundretidk matches there)
Its important to mention that they lost the match.

Nearly every chokepoitn and narrow road is grofted
but it’s there for people to be used.
reason why it does not gets used often, it’s because people refuses.

( if you upgrade shovels though, more people will might start using them. )
