It’s not a matter of where content is generated but where it is published.
As for publishing certain contents, any nation that is publishing/providing this game, the national terms of law are valid. (including e.g. children- and youth protection laws)
As you know, for example, the swastika is a prohibited symbol to show publicly in Germany unless it doesn’t serve educational purpose. Completely different in the US.
As for Germany I can say - this game does not serve (historical) educational purpose

Nevertheless, Stalingrad is a proper name which you can’t avoid using in order to point on that specific theater. It’s valid to use since by naming the city properly as well as the historical event, glorification of Stalin isn’t necessarily involved.

I’m not certain it’s due to axis mains this time… I heard Stalin is quite controversial even in Russia…
For the same reason USA is proceeding into censoring it’s controversial history (pilgrims, Union Jack flag, etc.) Russia might be doing a similar thing…

But for gameplay purposes it makes since that’s he broke because the stalingrad campaign currently takes place when the Germans took over the city so I’m sure some tanker decided it had to go.
