RoF doesn’t mean anything if you can’t hit what you’re aiming at due to lack of control.
Although the MP-38/40 DOES need to be back at Tier 3 where they belong, I can agree on this.
As for the RoF for the weapons, you may want to check, as I have discovered multiple sources saying their firerates are infact correct as modeled in game.

Another BA lover who is incredibly terrified of full auto weapons.
Funny that I use BA on BR2 quite a bit, but never mind fighting pps42/pps43.
But instead of trying to get better at the game, he wants to restrict anything that bothers him. As if low BR has to be all about BA and nothing else.

MP38 should stay in BR2 but I think the MP40 should be moved back to BR 3. PPS 43 should stay in BR 2 but the PPSH box should be moved to BR 2 and the PPD 34/38 should move down to BR 3.

mp 40/38 should be at t3 only if pps 43/42 is moved there aswell

This is not very friendly to low BR, especially when you can carry 3 assault squad and use SMGs all the time.
In this game we have 0 recoil automatic weapons that work well at medium to close range. And long range? You won’t encounter many long range fights unless you don’t care about control points or can’t use smoke.
If automatic weapons were really that good, we should widely equip all soldiers with cheap SMGs, but that’s not the real case

Why should the MP-40 be BR 3? It’s almost identical to the MP-38 besides having 0.2 higher damage, which makes zero difference because 6.8 still 2 shots vitality users

No, it has improvements in ROF, recoil, damage and reload speed
But whether it is worth BR3 is still a matter worth discussing.
If we had a more refined BR, for me it would probably be at 2.9
Zero difference was referring to the ttk but otherwise the small difference doesn’t really mean it should go higher.
Besides USA already gotten Lanchester at BR II
making MP 40 go back at BR III would make MP 40 less chosen due to there being more variety of BR III german smg including MP35/I / ZK 383 to choose from.

ROF is the same unless you have a stock version, but that’s not relevant at all
Reload is 0.2 faster but tactical reload is the same, so no real difference.
damage - Already explained
Recoil - Slightly different, both are incredibly easy to control
Recoil dir - Horizontal goes to the right with either 0.35 or 0.4, so no real difference here
Dispersion advantage feels better than 1-3 better recoil. Actually put MP38 into BR3
To be honest, nearly all Bolt action rifles should go into BR1 anyways, I dont see a problem with having MP40 and PPS being in BR2 especially since BR3 and BR4 SMGs perform objectively much better than those.
