The USSR body armor currently in the game can be worn by most squads, and gives both damage reduction and a small chance for any bullet to ricochet and deal 0 damage.
First, the body armor should only be wearable for the assault engineers squad and the assaulter squads, as the armor wasn’t distributed to 9/10ths of the Red Army.
Second, the body armor should be changed to give immunity to smg&pistol rounds to the chest, with a small damage reduction for other rounds hitting the chest. It should also block bayonet and knife attacks to the chest, but not shovel or axe (2.3mm of steel won’t reliably stop a hatchet).
Third, the armor should also give movement penalties. Reducing the climbing and movement speed should be somewhat realistic.
Fourth, the armor should give some HE/Frag resistance. Aside from stopping low-power rounds, the armor also reliably stopped small fragments from bombs and such that would have hit the chest. The damage resistance shouldn’t be enough to survive a point-blank grenade detonation, but it should be enough to make them safer from a bomb landing somewhere in the vicinity.
Just remove unfair damage reduction and make it a cosmetic only as it’s supposed to be already.

AKA please make me unkillable 9 times out of ten. That surely is good for the game.
That would need to be like a 50% penalty…
Oh and due to the nature of how fragments are made there would also be larger fragments interspersed with the smaller once which would be able to easily overcome the armor aswell, so an immunity would not make any sence here.
That is not true to my knowledge.
According to wikipedia the armor did not stop an MP 40 once it was below 100m so it should never stop such a bullet ingame, as engagement distances are even less there. And thus a full immunity to SMG just made up fantasy.
I suggested that before, -95% melee damage reduction must be add, then other damage reductions
