You are not realising something important - IF Japanese would have armor just like soviets, it would actually be nearly useless because 10% damage reduction would not change the bullets to kill on US weapons.
Soviet armor makes 9mm guns need an additional bullet to kill, while rifles under 15 dmg also need one additional shot. Since 45 ACP deals good damage and even M1 Garand has 15.3 damage armor would not matter.
The only guns I can think of that would get influenced are Lanchester and I believe Owen, because they have German SMG damage.
Soviet body armor stops G41 and FG42 rounds specifically, because those deal 14.4 damage, if you reduce that by 10% you get 13 damage, which is not enough to kill since vitality upgraded soldiers have 13.5 hp

Not true, most of Pacific maps are quite open. And firing over long distances is quite common. Lowering overall dmgs of US rifles quite effectively.
But the customization for snipers would be complete gimmick. Just like the one for German assault engineers.
Since prone snipers are most likely to get hit in the head anyway. So the customization bonus has no chance of saving them from anything that isn’t a pistol cartridge.

Well a war trophy would seem to confirm that it was being used in some capacity, wouldn’t you say? I don’t suddenly think the MP 40 wasn’t used by the germans when I see a GI with it as a trophy…

It doesn’t really work that way. He could’ve just found the armor somewhere in the house. Take a picture with it and then send it home.
There is literally no indication that the armor was ever used during any WW2 battle.
Literally, that armor would give you zero benefits in a WW2 battle.
Yes, yes it does my friend. As far as I am aware the Chinese never occupied the Japanese homeland, that was the US, what house would they have raided exactly? This armour most have been found somewhere on the Chinese front.
Zero benefit? I mean apart from melee attacks yeah sure, but here’s a crazy thought: people wear things for other reasons than practicality. A Japanese officer with samurai lineage bringing his grandads armour to flex on his peers is definetly something that could (and clearly did) happen.
