It would turn into different weapon as only 7th model of MP40 could fire faster than 500rpm and it’s not like all nations except Germany don’t have fast firing smgs with 6.7 or even 8.2 dmg. 
They could have two models of that Steyr MP40 one with 700rpm (fully upgraded) at BR2 and another one with 1100 rpm (fully upgraded) at BR3. And FNAB-43 should have faster rof of 800rpm. I have already suggested M38/42 to have realistic rof of 550rpm and it was already forwarded by CM to the devs.

I have a new argument, thompson has a higher damage drop than mp 40, so mp 40 will be better at many combat distances
Counter point the thompsen has 4.6 dmg at 100m and the mp 40 only 4 dmg.
Thompson - 5.5/100m - 2.45 hits to kill 13.5HP
MP40 - 4.0/100m - 3.375 hits to kill 13.5HP
