Taking action bolt rifle shot in the back, turning around with zero flinch or pain and then deleting the trooper. Definitely balanced and not P2W 
This seems to be the major problem with rifles like G34, M1907 and M1938
They all deal 13 damage which isn’t enough to take out a premium trooper
Not even rifles with 14.0 damage can reliably do that. That is why you need to go through that horrible upgrade process in order to gain ability to oneshot/down them. And that is also the reason why mosin rifle/dragoon/vz.24 is so much better weapon than anything else in moscow. 15 damage is enough to reliably down them when you shoot them in the back.

I have maxed out Dragoon and M91/30 which deal 17.5 damage but still it feels like they have less one shot potential than stock K98 which deals 14 damage
I think upgrading bolt action rifles doesn’t even register in this game
Maybe that is subjective, for example I noticed that I have more success with those than k98 against premium boys (unless I shoot them in the arm or leg where it seems to do nothing)
Actually this was bad hit registration. He missed a shot he should not have missed, then hit an arm shot, as the marker was white, while it would be red if it was a torso hit.
Red, as far as I know, means “downing” hit. I got red markers by shooting players in the legs too which caused them to fall down while having torso hits that are met with a white marker. I understand that you may think that red always means torso because every shot on non premium soldier in torso is usually lethal or crippling, but that does not mean red is alwaysfor torso hit.
I get red hits without downing on premium soldiers.

I don’t see a probnlem here. He barely hit the soldier after missing twice. Soldier receives grazing wound from barely being hit.
Plus he was using the weaker mosin.
All I see here is that the OP sucks at shooting.

Except it wasn’t a shot in the heart. It was in the lower right abdomen, which yes, it’s immense pain to be shot, but it won’t immediately kill you, not where he placed his bullet.
Where pray tell did the developers ever claim the game to be 100% adhering to reality and any bullet anywhere will down you no matter what?
like any normal soldiers, after getting hit, they slow down as it should.
