Fix AT weapon balance at BRV

Hello. Germans can consistently kill the American M26 with Ofenrohr (not even highest level AT weapon) in a single shot, same for the Russian IS2. Meanwhile the tigers won’t go down consistently, even to panzerfaust 100. Americans only have access to trash AT weapons - I can consistently empty M9 bazooka into various tank types with no effect.

I suggest to level the playing field and giving each faction comparable efficiency with AT weapons. I don’t care if they get better or worse overall, I just want them to perform somewhat similarly.

Last time he did the same. Accused devs of being nazi simpatisers because something in game wasn’t modeled properly (I think armor?) and didn’t reflect real life (he was righ here) but only for germans (no evidence provided).
